Development/Core System Manager and Business Analyst


The Development/Core System Manager and Business Analyst position has three broad roles in the IT organization.
  • Designing process and technology solutions for TFSB business departments
  • Managing the internal and external development resources to build technology solutions
  • Managing the Bank’s core system in partnership with system experts in IT and Operations groups
This position defines strategy, plans and executes projects, oversees vendors and core system integration, and creates processes and controls. This role performs limited hands-on technology work and support, but will monitor and analyze operational results of the technology environment and respond to problems in the environment to identify root cause and prevention mechanisms. The Business Analyst part of the position does perform hands-on requirements gathering and documentation.

The Development/Core System Manager and Business Analyst is an expert in development methodologies and is responsible for implementing best practices for development and test environments, business intelligence and reporting solutions, SDLC and system support methodologies. This role is based out of The Federal Savings Bank’s Chicago, IL headquarters and reports directly to the Bank’s Chief Information Officer.

The Development/Core System Manager and Business Analyst will oversee three internal developers and dedicated vendor resources as well as influence contributing resources throughout the organization.

Business Analysis
  • Partner with business managers to identify key issues and challenges and to define effective solutions. Solutions would include a combination of process improvement, technology, organizational change and policy development.
  • Understand As-Is processes and identify gaps to target processes. Define functional requirements to re-engineer and automate processes. Work with the business to create measurable metrics to facilitate an efficient and effective method to support the implementation of business improvements.
  • Promote idea generation and collaborate to identify new market spaces and opportunities.
  • Conduct interviews and perform analysis to create the business cases for each initiative. Review requirements, specifications, development and test plan, and training plans to ensure they are in line with business objectives.
  • Drive prioritization of initiatives. Conduct buy-versus-build recommendations. Evaluate technology product offerings and their performance capabilities to meet business needs.
  • Promote the use of performance metrics and analytical reporting.
  • Provide project leadership, vision and direction.
  • Develop implementation test plans and provide post-implementation support as needed.

Core Systems and Development
  • Responsible for the strategy and development path of:
    • The Bank’s three core system solutions: Fiserv Cleartouch (Retail) Ellie Mae Encompass (Forward Loans) and ReverseVision (HECM Loans)
    • The Bank’s custom development for .NET applications and web-based solutions.
  • Collaborate with the CIO, COO and other key stakeholders to lead the development of automation development and vendor solution integration to improve Banker and Operations efficiency, reduce errors and enhance customer experience through the loan origination life cycle, as well as software development solutions for all aspects for corporate automation, including finance, HR, recruiting, operations, etc.
  • Incorporate the use of necessary system development and IT best practices in all activities to ensure maximum stability for the core and other systems; examples include the use of development and test environments, requirements management, change control practices, problem management and vendor management.
  • Provide subject matter expertise for development opportunities such as .NET applications, form and rule development, systems integration, testing, business requirements design, development vendor management, data management and business intelligence, etc.
  • Develop documentation to support ongoing development and system maintenance.
  • Research and review new and emerging technologies and trends related to industry solutions for integration with our core loan origination system to improve efficiency, reduce errors and improve customer experience.
  • Monitor the departments responsiveness to project requests, development cycles and system problems and ensure that IT processes are followed.

Project Management
  • Introduce new project management techniques to the Bank. Establish standards based on best practices for project management methodologies, analysis techniques, tools, templates, and performance metrics.
  • Coordinate users, Bank IT resources, and service provider staff to implement solutions that will meet or exceed customer, management and regulator expectations.
  • Plan, control and manage all aspects of each project from a functional perspective – scope, schedule, budget, quality, effort, staffing, risks and issues.
  • Monitor project progress, ensures deliverables are met, and communicates status to sponsors throughout the project.
  • Create appropriate documentation for projects include task plans, Gantt charts, resource plans, status reports, risk logs, etc.
  • Facilitate integration among different technical teams for planning and executing projects.
  • Develop and implement Bank SDLC policies.
  • Apply corporate policies to development practices.

  • Oversee software selection processes for new application solutions.
  • Negotiate pricing with vendors.
  • Define departmental budget and track expenditures.
  • Manage vendor services/vendor relationships to ensure delivery of products and services level targets.
  • Clearly communicate performance expectations of staff.
  • Actively seek suggestions for improvement of IT performance from IT staff and all TFSB employees.
  • Identify best practices and design policies and processes to the bank’s software development function.
  • Mentor technical staff on software development functions.
  • Maintain a training plan for IT staff on software development functions.
  • Maintain a positive work environment.


  • Excellent analytical, problem identification, structuring, and solving skills with the ability to design solutions.
  • Must be self-motivated, team oriented and able to operate with little or no supervision.
  • Knowledgeable of development methodologies.
  • Expert in Ellie Mae Encompass, ReverseVision and Fiserv Cleartouch core system technologies.
  • Expert with creating process and requirements documentation.
  • Expert in business process analysis, gap analysis, process optimization and process risk assessment.
  • Expert in process automation.
  • Experience with process improvement methods (Lean-Six Sigma, Kaizen).
  • Experience in organizational strategy and development, systems thinking, and design.
  • Proficient in Microsoft applications (Access, Excel, Word, Project).
  • Familiar with a variety of the field’s concepts, practices and procedures.
  • Expert project management skills.
  • Excellent verbal and written communication skills; ability to develop polished communications for the entire bank, senior management and IT staff.
  • Ability to define complex problems and propose solutions.
  • Strong leadership, team-building, and persuasive communications skills to build buy-in at all levels.
  • Ability to effectively coach employees and lead and direct the work of others.
  • Ability to establish and maintain effective work relationships both internally and externally with employees and senior executives.

  • Bachelor’s degree in Computer Science, Information Technology specialty, or related field
  • Minimum 10 year’s business and system analysis, process design and system development experience.
  • 3+ years of experience in mortgage industry.
  • Banking/FFIEC regulatory experience preferred.
  • 5+ years of department management experience.
